It seems like it's been forever since some titles came out. Some have been delayed for months, this issue feels like it's been delayed since 1993. Many pretty pages are used to convey a story that might not have filled out a whole cocktail napkin, were it written during a lost weekend. The art looks like an accident occurred after Marshall Rodgers and Todd McFarlane got into the same telepod. To be fair, it is early in the Joker War, so early that it looks more like a Joker Police Action from here. Highly recommended for the Joker enthusiast, Two-Face fans that might want see him in the most surprising costume ever, and anybody happy to read a Batman comic without Punchline in it.

I give it 6 out of 10 Grahams
