John Byrne's back at it, this was originally going to be a project with Stan Lee for Marvel. Byrne and Lee couldn't agree on the direction, Byrne took his completed art/ideas and turned this into the launch of the Next Men project. Lee took his ideas for what this should have been and launched Ravage 2099 for Marvel with Paul Ryan (supposedly originally offered to Steve Ditko). VERY FINE/NEAR MINT
