Ragman is a DC character with a long history. If he's used by someone like, say, Grant Morrison, there's no limit to the joy that can be gleaned by the ridiculousness of the concept. A man, a heroic man, wrapped in tatters who captures the souls of the evil in the world by trapping them in rags. Each new rag is another successful night of protecting the world from darkness. Kinda great, right?
This current incarnation is dark and dour. It deliberately avoids being anything resembling fun. If that's what you want from your 'Tatterdemalion of Justice', look no further, and add another thing for the military to be wary of while serving.
