This is another issue in the Before Watchmen milieu, and The Comedian is confronting the politics of the U.S., and how the powerful get into power. The Comedian, in Watchmen, was a complex character, with a base of do-good mixed in with call-it-like-he-sees-it topped with fight-fire-with-fire, or better stated, to-hell-with-it. Writer Brian Azzarello shows some of this, though the emphasis appears to be more plot-development (what's happening and why) than character-development, which, since this is derived from a classic comic series, is the safe way to go.
