Lightning strikes again as a Flash returns! Where's this Flash from…and what is she doing on our Earth?

"Man, remember when JLA used to be one of the best books DC published, even when Aztek wasn’t in it? Well, those days are pretty much gone forever, thanks to the one-two punch of issues 15 and 16. Last time, in #15, a three-part JLA story gets swept at the knees to become a Salvation Run tie-in. This issue, we get two half-length stories, a back-up with Red Arrow learning the meaning of Christmas, and a lead story starring only four team members that leads into ANOTHER mini-series from DC. This one’s the Dan Jurgens-penned Tangent: Superman’s Reign. To recap, the only ‘JLA’ story you get in this comic is 15 pages long, continues from two issues of Ion, and concludes in a completely separate comic by a completely different creative team. If they’d AT LEAST called this something like ‘Prelude To Superman’s Reign’ instead of ‘JLA #16’ I could cut them some slack. But to just foist this onto readers? And to put Batman, Superman and Wonder Woman on the cover when they DON’T SHOW UP IN THE COMIC? It’s just a massive bait-and-switch, which is something that’s becoming all too common at DC lately."
