The Supremacy introduces us to Triumph City, a city where we see what life is like when an evil mastermind's dreams have come true. In Triumph City there is a manipulative ruler who oppresses the populace and politicians alike, squeezing whatever he wants from them. And the city's "heroes" are little more than puppets as he forces them, through blackmail, to act as his enforcers. The citizens have given up on the heroes and have given up hope.
